The Elk Grove Dining Map Is Being Redrawn This Year, and Most of It Happens Near Big Horn

The clearest Elk Grove restaurant story of 2026 can be drawn as one north-to-south line. At Elk Grove Boulevard, The Village is opening several businesses in quick succession. Farther south, Laguna Gateway is adding new operators to existing restaurant and café spaces near Laguna Boulevard.

There is no complete public inventory of every restaurant opening in Elk Grove this year, so “most” is not a statistical claim. It describes the strongest concentration visible in current reporting. Four food and drink businesses have already opened at The Village, more are planned, and Laguna Gateway has its own shorter list of recent and pending additions.

That makes Big Horn more than the location of one new shopping center. It is becoming a corridor with two dining nodes that serve different routines.

The dates matter because several of these projects are at very different stages. A sign, permit or leasing plan can confirm that a business is real without confirming when customers can walk through the door.

The Village is changing the map through concentration

Chick-fil-A began serving customers at 8140 Elk Grove Blvd. on February 19. The company describes the Elk Grove Boulevard and Wymark location as locally operated, with dine-in, drive-thru, carryout, delivery and catering service. Its official opening announcement established the first firm date in The Village’s 2026 rollout.

The pace increased in June. Yard House and Mendocino Farms both celebrated grand openings on June 22, according to the Elk Grove Citizen’s opening report. Their arrival put a full-service restaurant and a fast-casual option in the same center within a single day.

Yard House also introduced a beer-garden concept at its Elk Grove location. That detail gives the opening more local significance than another dot on a chain’s location map. It creates a distinct evening use within a center that is otherwise serving several quick stops and daytime errands.

Philz Coffee followed on July 8. This is the company’s first Elk Grove shop, located at 8170 Elk Grove Blvd., Suite 100. The local opening coverage describes it as a walk-in café with indoor and outdoor seating for up to 27 guests.

The sequence explains why The Village feels different from a typical restaurant announcement. Chick-fil-A, Yard House, Mendocino Farms and Philz did not open across four unrelated commercial areas. They opened in one center over less than five months, with three of the openings occurring between June 22 and July 8.

The businesses also cover different parts of a resident’s day. Philz provides a walk-in coffee stop. Chick-fil-A adds a quick-service and drive-thru option. Mendocino Farms fills a fast-casual role. Yard House offers a longer meal and its Elk Grove beer garden.

That range is the real change. The Village is becoming useful for more than one kind of visit.

The next openings require a little patience

Shake Shack was expected to open by July 22 in reporting published July 14. Since that date was still in the future as of this update, it should be treated as an expected opening rather than a guarantee. Residents planning a special trip should confirm directly before leaving home.

Whole Foods Market has a broader window. Company job postings describe the Elk Grove store as opening in late summer 2026, but Whole Foods had not announced a precise date by July 15.

Fluffy Fluffy Dessert Café and NuYo appear in the developer’s latest available merchandising plan. No current opening dates were verified for either business. They belong on the watch list, not the open-now list.

Public materials also differ on the center’s total size. Pappas Investments’ general project page describes The Village as a proposed 127,000-square-foot development, while its November 2025 merchandising plan totals 111,150 square feet. That difference is a useful reminder that leasing and development documents can change. For residents, the named tenants and confirmed opening dates are more useful than one unexplained square-footage figure.

Laguna Gateway is changing through reuse

The second dining node sits around Laguna Boulevard and Big Horn Boulevard. City planning material places Laguna Gateway Phase II at the northeast corner of that intersection.

The mechanism here is different from The Village. Instead of several businesses debuting inside one new project, Laguna Gateway is placing new concepts in existing commercial spaces.

Cattlemens Ranch Steakhouse opened at 9105 W. Stockton Blvd. in April. The building previously housed Logan’s Roadhouse and Cicada Cantina. The opening returned a full-service restaurant to a space already designed around that use, while adding another option for longer dinners and special occasions. The Elk Grove Chamber of Commerce held its ribbon cutting on May 6, according to local coverage of the opening.

Sana’a Cafe is operating nearby at 9135 W. Stockton Blvd., Suite 140. Explore Elk Grove describes the business as a Yemeni coffee and chai café. Its presence gives Laguna Gateway a café identity that differs from the walk-in Philz model farther north, while adding another named local stop to the corridor.

SAVI Mexican Grill is preparing to replace the former Earl of Sandwich at 8234 Laguna Blvd., Suite 140. Brothers Alan and CP Pham are identified as the operators. The planned menu includes customizable burritos, bowls, salads, quesadillas and nachos, along with tacos and specialty burritos. Reporting says the concept will incorporate some Asian-influenced flavors.

A City of Elk Grove permit report shows that a tenant-improvement permit for SAVI was issued on April 23. That confirms work on the space, but it does not confirm that the restaurant has opened. Its earlier target of late June or early July has passed without a verified completed opening in the research available for this update.

Taken together, Laguna Gateway shows how a dining district can change without a ground-up development. Cattlemens reused a former restaurant building. SAVI is preparing to take over a former sandwich location. Sana’a Cafe adds a culturally specific coffee and chai concept to the same general commercial area.

One corridor, two different roles

The Village and Laguna Gateway should not be treated as interchangeable shopping centers.

The Village is the concentrated rollout. Its opening calendar is weighted toward recognizable national concepts arriving within a short period. It has already changed morning coffee, quick meals and full-service dinner choices near Elk Grove Boulevard.

Laguna Gateway is the reuse story. Its recent additions are filling existing spaces with a steakhouse, a Yemeni café and a locally operated Mexican concept with Asian influences still preparing to open.

This is why Big Horn is redrawing Elk Grove’s dining map. Residents can follow one corridor between two clusters with different mixes of businesses and different development patterns. One is being built through a coordinated new-center opening. The other is changing tenant by tenant.

The longer-term story is across the street

Project Elevate gives the Elk Grove Boulevard and Big Horn intersection a potential next chapter, but it does not belong on a list of restaurants opening in 2026.

The project is planned for the southeast corner of the intersection, across from District56. Plans described in April 2026 include at least 100,000 square feet of retail, restaurant and entertainment space, a boutique hotel, a village lawn and event programming. City officials said construction could begin as soon as 2027, according to the Sacramento Bee’s project update.

No specific restaurant opening should be inferred from those plans. The practical takeaway is simply that the Big Horn concentration may continue beyond The Village’s current rollout.

Before making a special trip

Use a simple confirmation rule for the rest of 2026:

1. Open now: Chick-fil-A, Yard House, Mendocino Farms, Philz Coffee, Cattlemens Ranch Steakhouse and Sana’a Cafe.
2. Expected soon: Shake Shack, with July 22 reported as the expected date as of July 14.
3. Broad opening window: Whole Foods Market, described as a late-summer opening without a precise date.
4. Planned without a verified date: Fluffy Fluffy Dessert Café and NuYo.
5. Confirmed project, opening still unverified: SAVI Mexican Grill.
6. Longer-term development: Project Elevate, with construction potentially beginning in 2027.

That distinction keeps a useful local update from turning into an unreliable rumor list. Elk Grove residents already have several new options to try, and the rest are best handled with a quick status check before planning around them.

The larger pattern is clear even while individual dates move. Big Horn now connects the city’s most visible concentration of publicly reported food and drink openings, with The Village providing the compressed rollout and Laguna Gateway adding a second layer through reuse.
